Declaration process

1. **Self-Assessment & Analysis**

- Receive hospital positioning, compliance rates, and improvement recommendations.
2. **Certification Application**
- Submit application materials including:
- Institutional qualifications
- Organizational structure
- Facility/equipment inventory (e.g., CT/MRI, stroke unit capacity)
3. **Pre-Certification & Preparation**
- Upon preliminary approval, upload required documents:
- Infrastructure details
- Staff training certifications (NIHSS, Rankin Scale, etc.)
- Quality improvement protocols
- **Deadline**: All documents must be submitted 1 month prior to on-site evaluation.
- **Timeline**: On-site assessment occurs within 2-6 months post-application.
4. **On-Site Evaluation**
Key components:
- **Opening meeting**: Program overview by hospital leadership
- **Patient pathway review**: Trace care processes from admission to discharge
- **Quality metrics audit**: Verify data registry and improvement initiatives
- **Multidisciplinary interviews**: Engage with neurology, emergency, and rehab teams
- **Facility inspection**: Assess ED, ICU, stroke unit, and imaging facilities
- **Closing session**: Preliminary feedback and action plan discussion
